Amazon's New Texas Data Center Could Become the Single Biggest Polluter in America
Amazon confirmed it's investing in a 35-turbine, 7.65-gigawatt gas plant to power a new Texas data center — permitted to emit up to 33 million tons of CO2 a year, more than any power plant operating in the U.S. today. Because it won't initially connect to the wider grid, it also won't go through a utility rate case — which means the usual ratepayer-impact fight isn't where the leverage is this time.
Amazon confirmed on Friday that it is investing in a large, dedicated natural-gas power plant in Pecos County, Texas, built to run alongside a new AI data center on the same site. According to permitting records reviewed by the New York Times, the plant is permitted to release up to 33 million tons of carbon dioxide a year — enough, if it operates anywhere near that ceiling, to make it the single largest source of climate pollution of any power plant in the country.
That is a genuinely large number, and it is worth being precise about why. Natural gas burns cleaner than coal per unit of electricity generated. But the current record-holder for U.S. power-plant emissions is a coal plant — the James H. Miller Jr. plant in Quinton, Alabama, which reports about 16 million tons of CO2 a year to the EPA. The Pecos County plant's permitted ceiling is roughly double that. Scale beats fuel type: a gas plant built big enough can out-pollute a coal plant even while burning the "cleaner" fuel.
The build, in numbers
Per the permits described in the Times' reporting, the plant will run 35 natural-gas turbines generating up to 7.65 gigawatts — enough capacity to rank among the largest power plants in the country regardless of fuel — dedicated to Amazon's data center. Two details matter more than the headline number:
- It won't initially connect to the wider grid. This is a behind-the-meter, on-site plant, not a utility asset feeding the Texas grid ERCOT manages. Amazon says it's also evaluating solar and battery storage for the site.
- It's in a remote part of West Texas, near the state's major gas-producing basins — chosen, in part, precisely because fuel is cheap and close, and because bypassing the interconnection queue avoids the multi-year wait a grid-connected project would face.
Amazon spokeswoman Margaret Callahan said the plant would be "powered by new on-site generation that won't raise electricity costs for Texas families." That statement is narrowly true and worth taking seriously — and it is also the whole reason this deal looks nothing like the ratepayer fights this site usually covers. More on that below.
A climate pledge under real strain
Amazon co-founded the Climate Pledge, a voluntary commitment to eliminate its net carbon emissions by 2040. Its own emissions have risen every year for the past several, and the company has acknowledged that AI data-center growth is a direct threat to that goal — a tension the Times covered in detail in a companion piece on corporate climate commitments last month. Amazon's own framing hasn't changed: "our commitment hasn't changed," Callahan said. Building the single largest emitting power plant in the country is the test of whether that survives contact with an AI buildout this size.
This isn't happening in a vacuum. The Times' "Dirtier Air, Dirtier Water" series has been documenting how the Trump administration's "energy dominance" push — fast-tracking data-center permitting, favoring oil, gas, and coal over renewables — is directly shaping where and how this generation gets built. Developers are choosing on-site gas plants specifically because they are the fastest path to power that doesn't require years in a utility's interconnection queue.
Michael Thomas, founder of Cleanview, the firm that first reported Amazon's role in the project, called it a possible "foreshadowing of what's to come": Amazon has historically bought its power from the ordinary utility mix, and a shift to dedicated off-grid gas at this scale signals, in his words, "an explosion of off-grid gas projects" in Texas and beyond.
Why this doesn't fit the usual playbook
Every negotiating framework on this site — the impact calculator, the PUC directory, the model CBA clauses — assumes a data center is buying its power from a regulated utility, which means there's a rate case, a docket, and a ratepayer-impact number a community can put in front of a commissioner. An off-grid, behind-the-meter power plant sidesteps that structure entirely. There's no utility rate case to intervene in, because ratepayers aren't paying for it — which is exactly what "won't raise electricity costs for Texas families" means, and exactly why it's true.
That doesn't mean there's no leverage. It means the leverage moves to different doors:
- Air permits, not rate cases. A 35-turbine gas plant needs air-quality permits from the Texas Commission on Environmental Quality (TCEQ), and TCEQ permits have public-comment periods and contested-case hearing rights. That's the process where local air-quality and health impacts — the smog-forming pollutants tied to heart disease and asthma that Public Citizen's Kathryn Guerra flagged in the Times' reporting — actually get argued on the record.
- County tax abatements are still on the table. Texas's data-center incentive statutes and county-level abatement agreements are negotiated locally, independent of how the facility gets its power. That's still the point where a community can attach binding community-benefit conditions.
- Land use and zoning haven't gone anywhere. A 7.65 GW gas plant is a large industrial facility in its own right, sited on land Pecos County still has zoning and permitting authority over.
The lesson for any community facing a similar "we'll build our own power" pitch: ask immediately whether the plant will be grid-connected. If the answer is no, the ratepayer argument disappears — and the fight has to move to the air permit and the local land-use process on day one, not after the first hearing.
