from state-level data on the site: retail electricity rates, grid carbon,
known data-center count and TWh, water-stress category, state tax posture
toward data centers, and moratorium tracker counts. They describe the
state a zip code sits in — actual siting decisions are made at
the parcel level and depend on factors this tool can't see (fiber routes,
