2. UK data centers hit with water rationing during drought
What happened: Data centers in the United Kingdom were placed under water-rationing orders as a drought forced regulators to prioritize residential and agricultural use. The restrictions affected cooling operations at multiple facilities.
Why it matters: This is the first time a major Western economy has explicitly rationed water away from data centers during a drought. Developers default to evaporative cooling because it's cheapest. But "cheapest for the developer" isn't the same as "cheapest for the community" once you account for the water those towers consume. When negotiating a CBA, asking what cooling technology will be used is one of the most important questions — and the answer directly determines your community's water exposure.

3. Texas launches audit of up to 300 data center projects
What happened: Following Governor Abbott's executive order, ERCOT confirmed it will audit up to 300 large-load projects — most of them data centers — currently in its interconnection queue. The audit could take months to complete.
Why it matters: Texas's grid operator has 233 GW of large-load requests waiting in line. The audit is the state's first attempt to separate real projects from speculative queue-squatting. Meanwhile, companies including Meta and Amazon have signed voluntary commitments to Abbott's proposed standards, signaling the industry would rather negotiate than face legislation.

The problem: filing is cheap, and there's no penalty for filing speculatively. Developers file early to hold their place, even if the project is years from breaking ground — or may never be built. This clogs the queue, delays legitimate projects, and forces grid planners to model a future that will never arrive.

4. Michigan residents sue data center over noise pollution
What happened: Residents near a data center in Michigan filed a lawsuit alleging persistent noise pollution from cooling equipment. The complaint describes low-frequency hum and fan noise that disrupts sleep and daily life.
Why it matters: Noise is one of the most common complaints about operational data centers, and one of the hardest to fix after construction. What to learn — the anatomy of a moratorium:
A moratorium is a temporary pause, not a permanent ban. Its purpose is to give a community time to write the rules before more projects get approved under inadequate ones. Here's how they typically work:
- Duration: Usually 6–18 months. Longer pauses face legal challenges.
- Scope: Can cover all new applications, just large facilities (>5 MW), or specific zoning districts.
- Legal basis: The community's police power to regulate land use. Courts generally uphold temporary pauses if they're tied to a stated planning purpose (e.g., "to develop zoning standards for high-intensity industrial uses").
- What happens during the pause: The planning commission drafts new standards — noise limits, setbacks, water-use caps, visual screening, community-benefit requirements. The moratorium buys time for this work.
- What doesn't stop: Projects with already-issued permits typically aren't affected. The pause covers new applications.
A moratorium is the opening move, not the endgame. The real work is what the community writes during the pause.

7. The data center PR blitz is backfiring
What happened: Multiple outlets this week noted that the industry's public-relations campaign — emphasizing jobs and economic development — is generating more skepticism than support. NC Newsline published an analysis calling the PR strategy counterproductive; the San Antonio Report argued residents need to organize independently of state-level action.
Why it matters: The data center industry's standard pitch — "jobs, tax revenue, innovation" — worked when communities didn't have information. It's less effective now that residents can look up how many permanent jobs a data center actually creates (50–150 per facility), how much water it uses, and what happened to electricity rates in Northern Virginia.
