City Council — Zoning ordinances, redevelopment plans, city budgets and municipal loans -- including the $6.2 million Urban Enterprise Zone revolving-fund loan approved for the DataOne data center in December 2025. Council, not the Planning Board, is where a data center moratorium or zoning ban would have to pass; Vineland has not adopted one.
